You cannot get them through any other means, like buying them from a shop. So when you have gathered all the dragon balls, summon a dragon and pick the wish "I want to complete an Episode Battle." This won't complete an episode battle; it will just give you a Dragon Orb to use whenever you want.

The dragons in Dragon Ball Z games have a limited number of wishes they can grant, and Dragon Ball Sparking! Zero is no exception to this. Other than Porunga, each dragon can only grant this specific wish once, meaning you'll need to collect the Dragon Balls repeatedly to earn more Dragon Orbs.
