It is important to remember that Cheong-san was bitten in the arm by Gwi-nam shortly before they fell to their deaths. While the rules of the Jonas virus in All of Us Are Dead are still unclear, the fact is that hambies can turn other people into hambies by biting them. That said, Cheong-san always stood up for his friends and even chose to sacrifice himself to protect them. Having him become a hambie would make the character far more unpredictable, as even those of good heart can have their mind taken over by the virus. Even though All of Us Are Dead lived up to its name and killed a lot of characters already, reversing season 1’s biggest death could play against the series in the long run. Cheong-san’s sacrifice to protect On-jo needs to have consequences even if he is still alive.

Not only was Cheong-san bitten by a zombie, but he also fell from the rooftop of a very tall building right as the area was about to be bombarded by the military. Even a hambie like Gwi-nam might have been killed after the bombarding, which is why it would be very difficult to believe Cheong-san survived as a regular human.

Interestingly, if Cheong-san became a hambie and survived, Gwi-nam might have survived too. All of Us Are Dead’s main villain survived some deadly moments throughout season 1 thanks to his powers, including losing his left eye and falling from a window. After everything he went through, it would not be surprising to see Gwi-nam back on his feet again in All of Us Are Dead season 2. Although this would lessen the impact of Cheong-san’s sacrifice, it would allow for another encounter between the two characters.

It can be very tricky for a hambie to even be around people they care about, as they never know when the zombie virus will take over. This was exemplified by Nam-ra and Su-hyeok’s relationship, which almost ended in tragedy. Nam-ra came close to attacking Su-hyeok more than once in All of Us Are Dead season 1, eventually leading to her departure from the group. Fortunately, Nam-ra seems to have learned how to control her powers.
