Boruto: Two Blue Vortex debuted some awesome new characters and brought back old ones too, but no one is more mysterious than Jura, the leader of the powerful self-aware God Trees who have already established themselves as the strongest villains in the series.
They debuted in chapter #4, when Boruto followed Code into his hideout using the Fourth Hokage's Flying Thunder God. It was clear that Boruto was in a hurry and wanted to get to the Ten-Tails before what he feared happened, but it was too late as the beast incarnated multiple new creatures similar to the Claw Grimes, but self-aware and incredibly powerful, to the point that even the apparently overpowered Boruto had to retreat.
Each of the evolved, self-aware God Trees is based on a human that was bitten by a Claw Grimes and transformed into a tree through a process currently unknown. Currently, there are 4 of these villains, and each takes some of the personality and powers of the person they are based on. Hidari is based on Sasuke and was seen to use the Chidori, Matsuri is based on Moegi and used Earth Style, and another, yet unnamed one is based on Bug, who was not a ninja. However, the leader, Jura, is still shrouded in mystery, and the person he is based upon is still highly debated.

To better understand these new villains, a trip back to Naruto Shippuden is necessary. In the Fourth Great Ninja War, against the unleashed Ten-Tails, the Allied Forces were able to fight back against the beast, and the entry of the former Hokages drove it to a corner. To defend itself against the approaching ninja, it divided parts of its body into smaller beings that fought the forces and protected the main body. They were mindless creatures that served only to fight for the Ten-Tails.
Code decided to exploit this ability of the Ten-Tails when he declared war on Konoha. He used his Claw Mark ability to further enhance these creatures and make them do his bidding. Although they were seen to have a Rinnegan and were more intelligent than the Ten-Tails' fragments, they were still little more than beasts. Similarly to a God Tree, they are attracted to chakra and attack anyone who has it, forming a small God Tree after biting.
However, some of these Grimes who latched onto a victim evolved and became self-aware, cloning their victim and taking their appearance and abilities. Their thirst for knowledge about themselves and the world around them is far greater than their instinct to consume chakra, and their intelligence only keeps increasing. Furthermore, they can use the legendary Rinnegan dojutsu and have an almost infinite well of chakra due to their connection with the Ten-Tails.
The Grimes Target The Person They Loved The Most
Although three of the God Trees identities have been revealed, Jura's host is still unknown, but there are some clues that point fans in the right direction. Possibly the biggest and most accurate indicator of the God Trees' identities is that these beings want to consume the person that their host loved. Hidari has his eyes set on Sarada, Matsuri, Moegi's Grime, wants to consume Sarutobi Konohamaru, and Bug's replica wants to kill Eida. Jura's target was the most surprising, as he wanted to devour Naruto.
A possible reason why they want to absorb the chakra of their victim's loved ones could be because they want to have a separate identity, and their origin from the God Tree means that taking their chakra is the only way they know how to. This is probably the biggest reason why many ans think that Jura is Kawaki's replica, as Kawaki loves Naruto very much, almost to the point that it can be considered an obsession.
His love for the Seventh Hokage was so strong, in fact, that he ended up sealing Naruto and Hinata in the Daikokuten dimension to protect them from any enemies, just until he got rid of them all. Furthermore, given how Jura's poses are similar to those of Kawaki, he was the likeliest candidate, but chapter #8 has thrown a wrench in this theory.

Jura May Not Be a Clone of Kawaki nor Jiren

When Jura and Hidari entered the Hidden Leaf, the sensory team immediately detected the presence of two chakras. They were able to identify Hidari's chakra belonging to Sasuke but were unable to discern Jura's. This small detail might've been missed by many, but it is very crucial in narrowing down Jura's true identity.
If Kawaki were to be the host of Jura, the team would've easily recognized it given how they know the chakra signatures of every citizen of the village. Jigen also once infiltrated the village and was unable to be identified by the sensory unit, but given the fact that they once detected his chakra, they should've been able to identify him if he was Jura. The same goes for Ishikki, whose chakra has been deciphered since he once attacked the village.
Although this moment does help in unraveling the mystery of Jura, it left fans with more questions than answers. However, an interesting new theory proposed by some fans, including Kidomaki on YouTube, posits that Jura may be an incarnation of the Ten-Tails itself, based on how he calls himself "the incarnation of a fellow biju" in chapter #8, while tracking Naruto's jinchuriki chakra. It's also relevant that Jura was able to track down the Nine-Tails chakra that was inside Himawari, while Hidari had no clue how to.
Jura's Origins Will Play a Major Role in the Story
Every theory that assumes Jura's original self doesn't have definitive proof, as there is only circumstantial evidence at the moment. However, as more chapters of Boruto: Two Blue Vortex are published, the identity of this big bad villain will surely become a key piece in the development of the plot, which explains why it's being hidden for the moment.
