While he is a confident and strong leader, his personality and goals don't stretch much beyond his Crank army. In contrast, The Ghoul is a far more layered character, who doesn't exactly fit into the hero or villain category in Fallout. While he is selfish, The Ghoul isn't an outright antagonist in the show and is mainly just trying to survive.

The Ghoul needs yellow vials to stay alive in Fallout and is willing to kill or sell people in order to get them. His life before becoming The Ghoul also adds extra depth to his story, as he was a genuine loving husband and father who didn't display the same traits as he did after the nuclear bomb. While it's unfair to label The Ghoul as a villain, he is certainly not the sort of person Fallout's characters want to encounter considering he will look out for himself first, making Goggins' complex role one of his best yet.
