As the Caped Crusader's favorite femme fatale, Catwoman has teetered the line constantly between being a hero and being a villain. Ever since gaining superpowers, though, Catwoman has fully committed to walking the straight and narrow, and she couldn't have picked a better time to do so.
Amanda Waller is preparing to plunge the DC Universe into a whole new crisis, and based on some skills she showcases in Catwoman #64 by Tini Howard and Carmine Di Giandomenico, she is the DC Universe's only hope to stop Amanda Waller. Apparently, for someone of Catwoman's expertise, breaking into and stealing from a government facility is even easier done than said.
Following DC's Beast World event, Amanda Waller manipulated her way into the White House to control the Bureau of Sovereignty. Not only is she even more powerful, she's more untouchable than usual, culminating in a new event: Absolute Power. But Catwoman knows a thing or two about government facilities, suggesting she could be the DCU's best hope this coming summer.

Catwoman Can Find Any Government Facility She Wants

Catwoman #64 follows the title character, who, some issues after being betrayed by Amanda Waller, has set her sights fully on Veronica Viceroy and her crime syndicate. Her best approach to stopping her takes Selina Kyle into space to destroy a satellite as her first step. Of course, a cat burglar doesn't have access to an intergalactic spacecraft - but she knows exactly where and how to get it, thanks to a mysterious government facility.
Catwoman makes it clear in an inner monologue that no secret can truly stay a secret, nor are these facilities as state of the art as some agents would lead others to believe. Just by following a trail that can't be easily hidden from geography, she's able to find the "hastily built" government facility she needs as they're testing their spacecraft. Sneaking in when no one was looking in her direction is easy, and then knocking out the test pilot for his uniform and taking his place in the spacecraft is even easier.

It makes perfect sense for Catwoman, a master thief used to cracking high-tech heists, to know exactly where and how to find something like a shoddily constructed government facility. Cracking down on Amanda Waller's newfound government home might take a little more effort, but if anyone can pull it off, it's Catwoman — especially a Catwoman who is motivated by revenge. Readers can't forget that just a couple of issues prior, in Catwoman #62, Waller betrayed Catwoman during the latter's Suicide Squad run, convinced that she was too rebellious to control.
If Catwoman wants revenge for the Wall mistreating her, being the reason for Waller's downfall in the midst of her biggest "villain era" would be her best chance. She certainly seems like the hero most capable of doing so, considering how easy she makes breaking into government facilities look. Catwoman is determined to walk the righteous path by atoning for past sins and going on ambitious hero missions outside of Batman-controlled Gotham. People like Superman are co-signing her efforts, and surely, they'll be by Catwoman's side to stop Amanda Waller.
