Breweries are an extension to a Burgage Plot, but the Ale you produce from Malt in these spaces can't be distributed from these locations directly. Ale can only be sold through a Tavern, another location you must establish.
Try to put your Tavern near the center of your city so that ordinary people have easy access to the Ale you've made.
