Showrunner Russell T Davies explains Doctor Who season 14's ominous The One Who Waits tease in Ncuti Gatwa's era. The Fifteenth Doctor's first full season sees the Time Lord travel with new companion Ruby Sunday (Millie Gibson) in eight episodes. The first few episodes have established numerous mysteries, from an unusual recurring face to warnings of terrifying powers that threaten to disrupt the universe's natural order. This includes the Doctor Who reference to the One Who Waits.
In a recent interview with TV Insider, Davies addressed the show's long-running mysteries set up in the 60th-anniversary celebration and currently released episodes. When asked who the Meep's (Miriam Margolyes) mysterious boss is, he explained that it is a separate entity from the One Who Waits that the Toymaker (Neil Patrick Harris) and Maestro (Jinkxx Monsoon) fear. “There’s another mention of the boss coming up. I might get to [that] one day. I know exactly who the boss is, but there’s no sign of that happening yet.”

This includes Susan Twist's currently recurring character, the often teased One Who Waits that's left gods fearful, Ruby's parentage, and even small TARDIS behaviors that are out of the norm.
