Beginner Build For The Tempest
Mastering The Waves
The Tempest has two main options that you are going to be deciding between and working with: wind and water. There are two primary weapons that you can switch in and out for the Tempest class, one for the wind and one for the water.
By default, you will start with the water primary weapon. This build, detailed below, is easier to begin with and get your feet wet as you acclimate to the Tempest’s playstyle and is featured in the new Tempest-themed mini-event as part of the Tempest’s release.

For beginners with this class, this featured beginner build really is well-suited to what the Tempest wants to do and helps you get used to the speed and the passive summons, known as Zephyrs, that the Tempest class utilizes.
The Vortex ability is particularly fun to bring down enemies with. If you take this or a similarly water-based build to the endgame, look for the Flooded Stream Legendary Main Hand weapon that empowers Rolling Surf even more.
While the player could choose only water or only wind abilities, in playtesting the combination of the two elements often works a lot better than just sticking to one, particularly in case you find a random enemy type that is resistant to one or the other. This allows you to fight that enemy with your other abilities instead of having to quickly switch.
More Advanced Builds For The Tempest

For more advanced players, the Wind Edge Primary Attack is a fast-paced attack that allows you to teleport to your enemies. It takes some skill to get used to it, but it is worth the effort to master it. Pairing it with some of the AOE water-based skills allows you to move in close to a horde of enemies fast, unleash an AOE effect with your Zephyrs triangulating in, and teleport away before the enemies have time to react such as in this build below:

This is one of the best parts of the Tempest class, and it changes how players will interact with the time-based Terror Rifts in Diablo Immortal. The speed allows you to move through maps quickly and without getting bogged down by enemies.
It was fairly easy to clear through the trials without much issue. This ability also can pair well with Zephyrs as they attack based on your position, so with the right timing players can teleport to an area, activate Zephyr abilities, and teleport away to do it again. Elemental Buffs and Fury
All of the Tempest skills are listed below, as well as the description of the Passive Skill that summons your Zephyrs and Primary Attacks. Additionally, these Skills can all be modified with various weapons, with some fairly massive effects from legendary weapons in Diablo Immortal.
Ability Type Effect Mist-Touched (Passive Skill) Buff/Damage Your primary attacks will periodically summon a Zephyr, which attacks enemies and mimics your, and occasionally your allies', skills. It will dissipate into a "Mist-Touched Orb" which if you touch it, will reduce the Cooldown on this ability. If an ally touches it, it will empower them by allowing them to summon a Zephyr that mimics their abilities instead. Wave Edge (Primary Attack) Damage This will empower your Edges with the tides, which creates "water whips" that deal a series of sweeping attacks. Wind Edge (Primary Attack) Damage This will empower you Edges with violent winds, slashing quickly at nearby enemies. If you are out of range of an enemy, this will allow you to rush to their location. This only works on pre-selected cooldown times in PVP gameplay in Diablo Immortal. Blade Dance (Wind) Dash/Control You throw your blades into the ground, which deals damage to nearby enemies and stuns them. You will then pull yourself into the blades, dealing more damage and knocking enemies back. Breaker (Water) Damage This will unleash a wave that crashes over your enemies. Once the wave breaks, it will conjure a Zephyr. Cascade (Water) Damage You and your Zephyrs slam your Edges into the ground, unleashing a crashing wave in every direction around you. Crosswinds (Wind) Damage This targets a location, at which you and any Zephyrs send a gust of wind. Flowing Strike (Water) Dash A Zephyr is conjured at your current location before you Dash forward, dealing damage to all enemies in your path. Fog Step (Wind) Buff Create an area of wind around you that protects you and increases your Attack Speed. Riptide (Water) Gather/Control You use your Edges to command the water to send a tidal wave that pulls in enemies, dealing damage and stunning them. Rolling Surf (Water) Buff/Damage You empower yourself with the sea and this changes your Primary Attack to send water blades at enemies. Your Movement Speed is also increased while you ride a wave allowing you to move and attack. Squall (Wind) Dash The wind teleports you and your Zephyrs to a targeted location, unleashing a swirl of attacks along the way. Stormfury (Wind) Buff/Damage Imbue your Edges and the weapons of nearby allies, causing Primary Attacks to unleash slashes of wind in addition to their normal damage. Tidal Rush (Water) Dash You and one targeted Zephyr Dash at each other's location, slicing through enemies in between the two of you. Maximum 3 charges. Vortex (Water) Damage A vortex pulls in enemies, creating an AOE effect for a short duration of time. Zephyr Surge (Wind) Damage You dissipate into thin air, becoming untargetable by enemies, and you unleash a furry of slashes on your enemies. This consumes all of your Zephyrs, gaining an extra slash for each Zephyr consumed.
With all of these skills, your Tempest character can truly wield the fury of the hurricane in Diablo Immortal and obliterate all of your enemies.
