RTD's Tease For Meep's Boss In Doctor Who Is Both Exciting & Worrying
Summary The Meep's boss is a looming threat in the Doctor Who universe, waiting to make an appearance in the future.
Davies confirms the connection between The One Who Waits and the Meep's boss, adding more mysteries to unravel.
Doctor Who's season 14 is filled with slow-burning storylines, leaving fans eager for more revelations.
The Doctor Who showrunner has teased some information about an implied villain first mentioned by the Meep in "The Star Beast," but the hint brings with it concern as well as anticipation. The Meep, the episode's main villain, ends "The Star Beast" imprisoned, but doesn't fail to warn David Tennant's Fourteenth Doctor of the coming threat. Ever since, the presence of the Meep's boss has been largely swept aside, but Russell T Davies' comments suggest the enigmatic figure is still looming large over events in the Doctor Who universe.
The Meep's boss has been absent from the Doctor Who season 14 cast, as has the Meep. Davies' recent explanation adds some context to their absence, but it doesn't provide a solid answer as to when and if they may show up again. However, the returning showrunner has written some of the greatest Doctor Who stories of all time by planting narrative seeds long before they begin to bloom. So, it could be that Davies is doing the same for Doctor Who's Disney era.

RTD Confirms Meep's Boss Isn't The One Who Waits (& That's Exciting For Doctor Who)
The One Who Waits was first mentioned by the Toymaker in "The Giggle"

Speaking with TV Insider, Davies confirmed that the Meep's boss and The One Who Waits are not the same character. However, he did state that "There's another mention of the boss coming up." The fact that both villains are independent of one another means Davies has added yet another looming adversary who will enter the fray in the future. Along with the mysterious "Pantheon," Doctor Who's The One Who Waits and the Meep's boss create an enormous potential threat to the Doctor - one arguably bigger than he's seen in quite some time.
Seeing as the Meep's boss has only been mentioned in the first of the Doctor Who 60th-anniversary specials so far, those who only started watching the show from "Space Babies," won't be aware of the character. Disney+'s deal with the BBC only allows the streaming service to host the episodes it has helped produce. The first Disney/BBC collaboration episode was "The Star Beast." As such, it was the first Doctor Who episode available to stream on Disney+.
While "Space Babies" has been designed to be a jumping-on point for new Doctor Who viewers, new fans watching on Disney+ will have the opportunity to explore episodes that predate the Doctor Who season 14 opener to put the coming mention of the boss into context - which is something that's long been done by existing fans. Exploring the show's vast canon currently isn't possible on Disney+, but installing this slow-burning character reference ahead of Gatwa's run as the Doctor is a good way of replicating the experience - albeit on a much smaller scale.
Ncuti Gatwa's first season as the Doctor is being marketed by Disney+ as "Doctor Who season 1." However, the show hasn't been rebooted.

Although Davies has made it clear the Meep's boss wasn't just a figure to be mentioned and forgotten, the showrunner also explained in the same TV Insider interview that the story won't progress in any meaningful way for a while yet. Speaking of when the Meep's boss might appear, Davies said: “I might get to [that] one day. I know exactly who the boss is, but there’s no sign of that happening yet.”
There's no denying it's a compelling mystery, but with the size of the various arcs currently going on in the show, the Meep's boss being revealed could seem underwhelming by comparison.
While it's comforting to know that Davies seemingly has an answer to the question of the Meep's boss' true identity, his comments suggest it's not a reveal he'll write into the show with any urgency. So, by the time the boss physically appears in Doctor Who, the interest in the storyline may have waned. There's no denying it's a compelling mystery, but with the size of the various arcs currently going on in the show, the Meep's boss being revealed could seem underwhelming by comparison.
Does Doctor Who Season 14 Have Too Many Mysteries?
The Meep's boss is just one of many loose threads in Doctor Who

With Davies' confirmation that the Meep's boss will be mentioned again, Doctor Who season 14 becomes even more packed with mysterious storylines - all of which are being revealed very slowly. For example, there's still no answer to the question of who Ruby Sunday's mother could be. Susan Twist's cameos also haven't been explained, nor has the true identity of Mrs. Flood from the Doctor Who 2023 Christmas special, "The Church on Ruby Road."

Now it's confirmed Doctor Who's The One Who Waits is an autonomous villain, fans can add them to the list of enigmas. In Doctor Who season 14, episode 2, "The Devil's Chord," Davies also teases that perhaps something is wrong with the TARDIS after the Doctor's blue box makes an unusual sound following Maestro's hi-jack attempt. Finally, the ending of the Doctor Who 60th-anniversary specials brought forth another unanswered question: Who picked up took the Toymaker's gold tooth? Davies' penchant for a good mystery is evident in Doctor Who season 14, but there are arguably too many consecutive narrative threads.
