Charlie repeatedly referencing Morrissey evidently spooked Ian, and while he could handle Charlie better if they were alone, having Stevie on the trip to find one of Charlie’s victims made the ending to that story inevitably tragic. Ian killing Charlie with the excuse that Charlie tried to attack him not only proved the final blow in the incredibly unequal rapport that relegated Charlie to a position to be controlled by Ian but also added yet another death to the tally of those killed to protect Robert. The ordeal’s extent makes it impossible to ignore how protecting Robert is counterproductive.

Ian wasn’t embroiled in the crimes Robert was accused of but he became involved the moment Ian used Charlie to convince Morrissey to retract only to make the situation worse by causing Morrissey’s death. Ian’s actions reflect even worse on KPD, who looks more and more like the gang Mike described them to be in Mayor of Kingstown season 1. KPD already had to manage the fallout from Robert’s conduct, which only worsened as he returned to work after the Crips’ hit on him. Ian also killing criminals makes KPD’s problem with accountability wider, and something that Evelyn would be forced to fix, especially if she were to receive the state’s help to clean up Kingstown as her actions in Mayor of Kingstown season 3, episode 9 hinted at.

Evelyn had been sure of Robert’s crimes since Mayor of Kingstown season 2, but if she were to connect Ben Morrissey’s death to Charlie’s death and Ian, corruption within KPD would be impossible to deny. This would force Evelyn to take apart the entire police department which made all those crimes to be covered up possible, essentially dismantling the institution that acted as Mike’s right hand when he needed gangs to be brought to order. Such an outcome could cause Mike substantial problems and permanently modify Kingstown’s layout in Mayor of Kingstown.
