Some Townies are revered, some Townies are adored, but a few notable Townies in The Sims 4 are just plain controversial. With the possibility of running into over 800 different Townies, not every playthrough will have the same Sims in it, especially if a Legacy challenge is being played. That said, there are quite a few staple Sims that show up in everyone's worlds no matter what. Of course, these Sims can be replaced with player-made Sims or given fresh makeovers using Custom Content, but overall, they remain the same regardless of where the player begins.
Each new Expansion pack and Game pack comes with pre-made Sims and households, all with a variety of personality traits. There are also Townies that have stood the test of time and have remained iconic since the very first Sims game, like the Goths or the Landgraabs, and there are new additions to the series, like the BFFs and the Spencer-Kim-Lewis family. All around, the characters in The Sims 4 are pleasant and good to befriend, but there are Townies that fans love to hate or hate to love. Of course, everyone's opinions are different, but there are a few that many can agree on.

10 The Rasoya Family Always Argue
Starting out with an entire household instead of just one Sim, the Rasoya Family are widely known as horrible neighbors. As part of the City Living Expansion Pack, this mother and son pair live in 20 Culpepper House Apartment and typically give players a headache with their fighting. Geeta and Raj are seemingly always having arguments with each other, regardless of the time of day, and often the "Tense" moodlet will show up because of them. Additionally, if a player has an infant or a toddler, their fighting will cause them to wake up from their nap, which can cause even more stress and frustration.
The Rasoya's supposed history makes it tough to find them too annoying, which is part of what makes them a controversial pair. Though nothing is set in concrete about their past, some Simmers believe that Geeta moved to San Myshuno to protect her son and to get away from something. Her personality traits are family-oriented and self-assured, so it does seem as though this could be the case. Other Simmers love Raj, stating that they choose to marry him in their saves quite often, but this also means that Geeta comes with him, which is another pain point for their family.
9 The Tragic Clown Sticks Around

It's hard to say that the Tragic Clown is anything more than downright terrifying, but apparently, that isn't the case for some Sims players. While there are a few occult Sims that everyone desperately wants to romance, it's surprising that this one would make the list, but he does. The Tragic Clown is an Easter egg for players of the original game. In The Sims he would show up to help cheer up a sad Sim, but would often end up making the situation much worse.
In the first game, he was nearly impossible to get rid of, and players would have to hire Clown Catchers to do the job, set his painting on fire, or sell his painting. He's an easy candidate for the "Black Widow Challenge," and has also been used for the "100 Baby Challenge," since having him in your house means that he's there until the painting is sold. Unlike in The Sims, The Tragic Clown can actually have interactions with the played Sim, and things can take a romantic turn pretty quickly, but that doesn't make him any less creepy.
8 Father Winter (Clement Frost)

If players stay with one save file for a while, they'll notice that Father Winter can change throughout the years, but the very first iteration of Father Winter, or Clement Frost, is definitely the worst. This jolly fella will arrive around 8:00 PM on Winterfest, bringing joy and happiness to families, but that's not always the case. Father Winter can be the make or break for a child's Winterfest, and sometimes interacting with him feels impossible. He's a strange character, and players have noted that he texts their child Sims throughout the rest of the year.
He also has a tendency to overstay his welcome. Instead of arriving, giving out presents, and then leaving, he will stay and leave water cups all around the house, clog toilets, and potentially break up marriages. A lot of Simmers agree that they wish he would remain the mysterious character he's supposed to be, but others see him as the perfect romance option. Some players note that he makes adorable babies, with the cool perk of being Father Winter's child, and others say that woo-hooing with him will boost the chances of getting superb presents.

Don Lothario is easily one of those "hate to love" characters in The Sims and is also widely regarded as the "hottest" Sim. Starting out as a Sims 2 Townie, this man has become one of the biggest heartbreakers in seemingly everyone's stories. He was engaged to Cassandra Goth, but was seeing the Calientes as well. Since then, he's transformed into the player's number-one choice for cheating storylines, and will usually autonomously do this.
Many players love the drama he brings to the table, but others can't stand him. Even in a normal playthrough, he often winds up as the enemy of the player, no matter what they try to do. A lot of Simmers also really enjoy doing a Legacy challenge or the "100 Baby Challenge" with him since he is known to make beautiful in-game children.
6 Agnes Crumplebottom Physically Attacks Other Sims

Agnes Crumplebottom has an extremely hard exterior. She hates romantic interactions and will often swat the characters with her purse. She was added to the world in the Cottage Living Expansion Pack and has been terrorizing lovers ever since. A lot of people want to give her the benefit of the doubt since her backstory is a tragic one, which makes her attacks understandable, though still not excusable.
As a divorcee and a widower, Agnes lost the love that she deserved, which left her bitter and angry. Seeing the interactions of happy couples makes her irrationally angry, because of everything she has lost. Players find themselves feeling bad for her, and try to break down her tough exterior. Most find that she's actually sweet beneath it all, but one wrong move, and she'll bring out her purse again.
5 Judith Ward Has A Terrible Attitude

Judith is the star of the show, and she’s always condescending, even when you get past the celebrity façade, but some people think she’s misunderstood and love her. She is the legendary actress that arrived with the Get Famous pack and her reputation proceeds her. With the Mean and Snobby personality traits, she's nearly impossible to befriend, especially since attempting to talk to celebrities never ends up going well.
Judith is everywhere, as noted by one Reddit user GluttenFreeApple, showing up to players' weddings, ruining their outings, and just being in the spotlight. She is truly a star and will often cause drama, sometimes marrying other iconic Sims like Marcus Flex. Players do love how iconic she is, and some lean towards feeling bad for her because, but a big majority try to delete her from the game as quickly as possible.
4 Count Vladislaus Straud IV Is Refined, But Scary

Vlad is another one of the occult Sims that somehow manages to always make it to the eligible suitors list for players. A loner vampire living in his mansion in Forgotten Hollow, Vlad is often seen creeping around at night. He'll drink the blood of Townies and cause chaos in some saves, but in others he likes to keep to himself. As a vampire, he can't be out in the sun, but that doesn't stop him from arriving at a player's wedding and getting burnt to death.
Affectionately called "Vladdy Daddy" by a very small subset of Simmers, he has become a top choice for the "100 Baby Challenge," even if picking's aren't slim. He has somehow pushed himself into the hearts of players, who find him less eerie and more tragic. His backstory mentions that he lost his family, but it never explains how, so many players feel bad for him.
Vampires were originally introduced in The Sims 2 as NPCs and playable characters, but are hinted at in The Sims: Makin' Magic with the cart owner Vicki Vampiress.
3 The Pancakes Are Polar Opposites

Bob and Eliza Pancakes are two of the most iconic Sims in The Sims 4. Loosely based on the Newbie family from the original game, these two are wrapped up in a terrible marriage. With vastly different traits, they sleep in separate rooms and are often seen arguing with each other. Bob is Lazy and a Slob, while Eliza is a Neat Perfectionist, likely adding to the tension of their marriage.
Players love to feed on their drama, and will typically target Eliza and make her life miserable. However, there are Simmers out there that love both of them and try to work on fixing their marriage or breaking them up to give them both a happy ending with Sims better suited for them. Other players love to hate both of them and will send in Sims to break them up and make one of them their mortal enemies. These two Sims are either extremely beloved or extremely hated by a player, and there is no in-between.

2 Nancy Landgraab Has Family Drama

One of the top choices for controversy is none other than Nancy Landgraab. The most powerful Sim in any pack, Nancy comes from a long line of rich Sims that own land and power companies and many other things. She has changed a bit over the years since her debut as a Vice President of presumably her family's company in The Sims 3, and recently picked up the career of Minor Crimelord. Many players love how drastically she's changed, and will often create stories as to why she changed careers.
The controversy of Nancy Landgraab lies with her treatment of Geoffrey Landgraab and Johnny Zest, her husband and disowned son. For many players, her treatment of Geoffrey is a big red flag about her character. She is seen as mean and controlling towards him, and since Geoffrey is down-to-Earth and laid back, players believe he is stuck in the relationship. They also believe that Nancy's disowning of Johnny Zest because of his desire to become an entertainer makes her an easily hated character.
1 Bella Goth

Bella Goth is arguably the most iconic of the Sims characters. Bella has been around since the beginning and has frequently been one of the first Sims that comes to mind when thinking about the game. The Goth family overall is quite mysterious, but Bella will disappear frequently, with no explanation as to where she goes or what she gets up to. She's supposedly a Secret Agent, which adds to some of the disappearances, but she also has the Party Animal trait, so she could be out partying.
Even though there are hundreds of Townies, Bella Goth easily gets the top spot for being the most iconic, thus the most controversial, Sim in The Sims 4.
Her chaotic lifestyle and the relationships she has with her family make her one of the top Sims that people love to hate. Simmers tend to make her a Black Widow, as she tends to be unfaithful to Mortimer autonomously, but some hate her because they want to marry Mortimer. Her red dress is a staple in the series and Bella, and the rest of the Goth family, will always have a place in Simmers hearts. Even though there are hundreds of Townies, Bella Goth easily gets the top spot for being the most iconic, thus the most controversial, Sim in The Sims 4.
